In a step that embodies Palestine’s comprehensive digital transformation, the Telecommunications Regulatory Authority (TRA) has announced the adoption of electronic signatures and seals by telecom service providers. The move enables citizens to complete their transactions electronically, securely, and reliably—without the need for in-person visits.
Engineer Ola Mashaqqi, Director of the Signature Division at the TRA, said during an interview on Fi Dawrat Al-Raqeeb (“In the Watchdog’s Circle”) program that the electronic signature represents “a unique digital fingerprint for the subscriber,” whether an individual or an organization. She noted that it serves as “the cornerstone of digital transformation,” helping to streamline services, accelerate procedures, and ensure data confidentiality and integrity.
Mashaqqi added that the initiative is not merely a technical upgrade but also “a cultural and procedural shift” in the way services are provided. She explained that citizens can now sign their contracts remotely through official websites or mobile applications of service providers, while retaining an electronic copy of the contract for at least three years.
The authority has required companies to implement encrypted verification systems, such as OTP (One-Time Password) codes and eKYC technology, to confirm user identities—reducing the risk of identity fraud to nearly zero. It also emphasized the obligation of service providers to safeguard users’ privacy and address any complaints or technical issues immediately.
According to Mashaqqi, the use of electronic signatures will remain optional during the first year of implementation, after which the experience will be evaluated with the possibility of expanding it to make it mandatory for certain services. About 15 telecom services have been included in the first phase, including subscription and cancellation services, issuance of eSIM cards, and internet speed adjustments.
She emphasized that this decision marks “a starting point toward expanding electronic signature applications across all government and private sectors,” including financial services, education, and healthcare, as part of building a comprehensive digital trust ecosystem in Palestine.
This decision is part of the TRA’s broader efforts to advance digital transformation, strengthen electronic services, and establish a secure and reliable environment for digital transactions in the Palestinian market.
